Malteser International is the international humanitarian relief agency of the Sovereign Order of Malta. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). Following the full-scale invasion on 24 February 2022, Malteser International has expanded its humanitarian support rapidly to address the growing needs across the country in partnership with more than 8 local partners to provide critical support and relief to people affected by the crisis. Today, Malteser International’s humanitarian response includes distribution of food, hygiene items, winter kits, Shelter and MPCA to hard-to-reach areas in Eastern and Southern Ukraine to alleviate challenges and risk of people lives. The international network of the Order of Malta stands with the people affected by the war in Ukraine and will continue to do so for as long as help is required.
For its work in Ukraine Malteser International is looking for a Senior Program Officer - National Position.
The Senior Program Officer, reporting to the Program Manager, supports the timely and high-quality project management for MI’s humanitarian response program in Ukraine, in coordination with local partners. A Senior Program Officer support the project management functions during the scaling-up and exploration of new potential partners, conducting field and need assessments, developing quality proposals, providing technical support to partner’s quality and timely project implementation as well as supporting reporting requirements for MI, clusters, partners and institutional donors.
Your responsibilities:
- In cooperation with the Program Manager, supports timely and high-quality project cycle management for MI’s humanitarian response in Ukraine in coordination with local partners
- Contributes to needs assessments, proposal development, project implementation, monitoring, evaluation, reporting, and coordination with clusters, HRP, MI projects, and INGOs
- Supports effective communication and cooperation with partner organizations, including follow-up on partner and donor reporting
- Supports field monitoring visits, identification of needs and gaps, and partner staff capacity development through training, assessments, and action plans.
- Participates in relevant clusters, meetings, events, and conferences representing MI
- Builds and maintains relationships with partners, authorities, donors, and other stakeholders, and accompanies official visitors on field visits as required
Your profile:
- Experience of working with partners and by using participatory approach as well as of coordinating responses with a range of actors, including Government authorities, national/ local organizations, NGOs, UN.
- Ability to achieve results and maintain consistent high standards of professional behaviour including when working alone.
- Fluency in both Ukrainian and English Languages (written and spoken).
- University degree in social sciences/work, child protection, human rights, or relevant area. A master’s degree or professional Project Cycle Management Certification (e.g. PDM Pro) is an asset.
- 2-4 years progressively advanced working experience in project management.
- At least 3 years of proven experience in similar positions with international NGOs.
