Malteser International is the international humanitarian relief agency of the Sovereign Order of Malta. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). Following the full-scale invasion on 24 February 2022, Malteser International has expanded its humanitarian support rapidly to address the growing needs across the country in partnership with more than 8 local partners to provide critical support and relief to people affected by the crisis. Today, Malteser International’s humanitarian response includes distribution of food, hygiene items, winter kits, Shelter and MPCA to hard-to-reach areas in Eastern and Southern Ukraine to alleviate challenges and risk of people lives. The international network of the Order of Malta stands with the people affected by the war in Ukraine and will continue to do so for as long as help is required.
For its work in Ukraine Malteser International is looking for a Program Officer - National Position.
As Program Officer, you will support the effective and timely project implementation of MI’s humanitarian response program in Ukraine, in coordination with local partners. You will support in project management during the scaling-up and exploration of new potential partners, conduct field and needs assessments, contribute to high-quality proposal development, provide technical support to partners, and support reporting requirements for MI, clusters, partners, and donors.
Your responsibilities:
- Support project cycle management in cooperation with the Program Manager by following up on partners’ implementation of MI multi-sectoral projects in Ukraine in line with internal standards and donor requirement, tracking project progress and indicators, supporting procurement processes, and contributing to high-quality donor and management reporting. Coordinate project implementation with internal support departments (MEAL, Communication, Operations, Safety and Security), ensuring aligned work planning, and participate in MI program coordination meetings, relevant clusters, and working groups
- Support partner support and development by facilitating effective communication with partner organizations, ensuring timely partner and donor reporting, planning and conducting field monitoring visits and contributing to identifying gaps and strengthening partners’ program teams through on-the-job support and capacity-building measures
- Represent MI externally and maintain liaison by coordinating with relevant clusters, meetings, and events, building and sustaining relationships with partners, authorities, donors, and other stakeholders, and accompanying donor representatives and official visitors as required
Your profile:
- University degree in social sciences/work, child protection, human rights, law enforcement, law, human resources, or a related field; a Master’s degree or Project Cycle Management certification (e.g. PDM Pro) is an asset.
- Minimum 1–2 years of progressive experience in project management, including 1–2 years in a similar role with international NGOs. Proven experience working with partners using participatory approaches and coordinating with government authorities, national and local organizations, NGOs, and UN agencies.
- Strong analytical skills and attention to detail, with excellent oral and written communication skills.
- Ability to work independently, achieve results, and maintain high professional standards
- Fluency in written Ukrainian and competency in written and spoken English.
