Malteser International is the international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we provide relief and recovery for people during and following conflicts and disasters around the world. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). Following the full-scale invasion on 24 February 2022, Malteser International has expanded its humanitarian support rapidly to address the growing needs across the country in partnership with more than 8 local partners to provide critical support and relief to people affected by the crisis. Today, Malteser International’s humanitarian response includes distribution of food, hygiene items, winter kits, Shelter and MPCA to hard-to-reach areas in Eastern and Southern Ukraine to alleviate challenges and risk of people lives. The international network of the Order of Malta stands with the people affected by the war in Ukraine and will continue to do so for as long as help is required.

For its work in Ukraine Malteser International is looking for a Finance Officer - National Position.

 

Your responsibilities:

  • Conduct comprehensive partner financial monitoring, covering the entire financial cycle from transaction recording to financial reporting, including review of partners’ financial reports to ensure correct booking and classification of expenditures, alignment with approved budgets and budget lines, and accuracy and consistency with supporting vouchers.
  • In collaboration with Finance Manager prepare and conduct regular budget vs. actual expenditure reviews for partner projects and flag deviations, risks, or under/over-spending trends; review partners’ cash request in collaboration with program team to verify accuracy, completeness, alignament with approved budgets, eligibility of expenditures, properly justified, and compliance with partnership agreement and donor requirements
  • Carry out Partner Voucher Verification (PRV) by verifying partner vouchers against reported expenditures to confirm one-to-one consistency between vouchers and financial reports, and review financial documentation submitted by partners to ensure completeness, accuracy, and compliance with MI and donor policies, guidelines, regulations, and procedures prior to acceptance
  • Provide partner support and capacity strengthening through ongoing guidance in financial reporting, documentation, and donor compliance; deliver trainings and one-on-one coaching to partner finance staff to strengthen internal financial systems and understanding of donor regulations; and collaborate with other departments to ensure integrated and coordinated partner support
  • Lead risk identification and reporting by flagging any compliance risks or recurring financial issues identified during review and verification processes and supporting the development of action plans to mitigate financial and compliance risks at partner level

Your profile:

Core Competencies and Technical Expertise: 

  • Strong expertise in financial analysis and reporting; strong attention to detail and documentation accurancy.
  • Donor compliance requirements and internal control frameworks
  • Strong communication, capacity building skills,team spirit and coordination.
  • Proven risk identification skills and problem solving
  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  •  At least 3 years of experience in finance, audit, or grants management—preferably with NGOs or donor-funded programs.
  • Familiarity with donor compliance requirements (e.g., GFFO, BMZ, UN agencies).
  • Understanding of Ukrainian NGO financial regulations and laws
  • Experience working with local partners or community-based organizations is a strong asset
  • Strong proficiency in Microsoft Excel and financial software
  • Fluency in Ukrainian and professional proficiency in English required.

What we offer:

  • Salary according to qualification and experience, starting from 1655 EUR gross
